Build a tiered cultivation system

In terms of supporting key core technology research and development, the 'Measures' propose supporting various innovative entities such as enterprises, universities, and research institutes to carry out joint research and development, establish industry innovation alliances around the upstream and downstream of the artificial intelligence and robotics industry chain, and accelerate the construction of the entire innovation chain.

Supporting enterprises to integrate the industrial chain of artificial intelligence and robotics, innovate resources, promote agglomeration development, and enhance the overall collaborative innovation capability of the industrial chain. In terms of fostering high-quality enterprises, it builds a hierarchical cultivation system for artificial intelligence and robotics enterprises, focusing on champion enterprises and specialized and innovative small and medium-sized enterprises.

Promote the development of industrial agglomeration. Relying on key industrial clusters to carry out pilot projects for artificial intelligence empowering new industrialization, supporting the development of large models and application solutions in the industrial research and development field, selecting and supporting up to 10 benchmark cases each year, awarding each case up to 8 million yuan, and promoting the intelligent transformation of manufacturing enterprises. Play the role of various artificial intelligence and robotics innovation alliances, associations, and other industry organizations to promote rapid integration of the industrial chain. Give full play to the advantages of universities and research institutes to promote the industrialization of innovation results.

Building application scenarios. Establishing a provincial-level inter-departmental coordination mechanism, strengthening the responsibility of 'managing the application of artificial intelligence in industries', implementing the 'artificial intelligence+' initiative, and widely expanding applications in education, healthcare, transportation, civil affairs, finance, security, and other fields. Organizing the 'robot+' initiative, focusing on industries, agriculture, urban management, healthcare, elderly care services, special operations, and other areas, deeply exploring open application scenarios.

Improving the open-source innovation ecosystem of artificial intelligence and robotics. Support enterprises, universities, research institutes, industry associations to jointly build open-source communities, open-source ecosystem centers, and related public service platforms for the field of artificial intelligence and robotics through technical collaboration, providing services such as technical exchange sharing, ecosystem promotion and cultivation, computing power scheduling, open industry big data training sets, standard test datasets, large-scale model evaluation open services, testing and verification, etc.

Support the development of the data trading market, promote the establishment of national-level data trading venues in Guangzhou and Shenzhen data exchanges. Enrich the supply of data elements. Build high-quality artificial intelligence data sets and corpora, and form a batch of high-quality data products and services. Support the implementation of the 'Data Elements x' action, deepen the application empowerment of data elements.

Accelerate the legislative work

"Set up the artificial intelligence and robotics industry fund in the industrial development investment fund cluster in Guangdong Province, and cooperate with relevant cities to guide social capital to focus on the key core areas of the artificial intelligence and robotics industry chain, emphasizing early investment, small investment, long-term investment, and investment in hard technology, innovating the fund management mechanism, and strengthening the fault-tolerant mechanism with due diligence and compliance exemption as the core." The 'Measures' propose to strengthen industrial investment and financing, guide banks and other financial institutions to provide full-lifecycle financial services for artificial intelligence and robotics enterprises, enrich the supply of financial products, and increase policy support for interest subsidies and risk compensation for artificial intelligence and robotics loans.

Establish inclusive and prudent regulatory mechanisms. Explore innovative regulatory models such as the 'regulatory sandbox' for artificial intelligence and robotics, fostering a system environment that encourages innovation and bold experimentation.

Increase financial support for research on soft topics related to artificial intelligence and robotics. Improve the development and management mechanisms of generative artificial intelligence, and accelerate the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area Generative Artificial Intelligence Security Development Joint Laboratory. Support the construction of a detection and certification platform related to the security of artificial intelligence and robotics, and provide evaluation and certification services in terms of security risks, ethical considerations, etc.

Accelerate the legislative work in the field of artificial intelligence and robotics, and provide institutional guarantees for the development of the artificial intelligence and robotics industry.

The 'Measures' require supporting enterprises to introduce and cultivate innovative leading talents and outstanding young talents with outstanding technological innovation ability and the ability to solve complex engineering technical problems around the development needs and key tasks of the artificial intelligence and robotics industry.

At the same time, support universities to carry out high-level disciplinary construction in the field of artificial intelligence and robotics, further strengthen the independent cultivation of talents, and accelerate the building of a large army of talents in the artificial intelligence and robotics industry. Encourage relevant cities to introduce special policies for talents in the artificial intelligence and robotics industry.

Up to 50 million yuan in funding support

"Establishing an innovation center for artificial intelligence and robotics in the manufacturing industry, providing a maximum funding support of 50 million yuan and 10 million yuan respectively by the provincial finance for national and provincial manufacturing innovation centers that meet the requirements." The "Measures" propose to organize and implement key R&D programs in Guangdong Province such as the flagship projects of "next-generation artificial intelligence" and "intelligent robots", deploying a number of key tasks in the field of artificial intelligence and robotics. For key projects in the field of artificial intelligence and robotics that meet the provincial matching conditions of national major scientific and technological projects, Guangdong Province will provide matching rewards as required. For individual projects with provincial matching funds exceeding 100 million yuan, support will be considered on a case-by-case basis.

In terms of cultivating enterprises, in the field of artificial intelligence and robotics, enterprises that have been awarded the national single-item championship and specialized and new "small giant" enterprises, on the basis of implementing provincial support policies, strengthen provincial and municipal linkage, encourage prefecture-level cities to give rewards, and further incentivize provincial finances to match prefecture-level reward funds in a 1:1 ratio, mobilize the enthusiasm of prefecture-level cities, and reward the national single-item champion enterprises with a maximum total amount of 3 million yuan, and the national specialized and new "small giant" enterprises with a maximum total amount of 2 million yuan.

In terms of supporting key projects, the construction of the province and city will coordinate resources to open a "green channel" for key artificial intelligence and robotics projects in the province, accelerate project land use, environmental impact assessment, energy conservation, and forestry approval in accordance with laws and regulations, and ensure that advanced manufacturing projects with a fixed asset investment of more than 50 million yuan are guaranteed by the province and city.

In terms of improving the open-source innovation ecosystem of artificial intelligence and robotics, each year, up to 5 eligible open-source communities and open-source ecosystem centers are selected for support, with a maximum funding of 8 million yuan, which is 30% of the approved operating expenses of the previous year.

In promoting the construction of the standard system, for enterprises and research institutes to develop international standards, national standards, and industry standards for the artificial intelligence and robotics industry, they will be granted a maximum of 50,000 yuan, 300,000 yuan, and 150,000 yuan respectively; for those undertaking the secretariat of the technical committees of the International Organization for Standardization, the national and Guangdong provincial specialized standardization technical committees, they will be granted a maximum of 1,000,000 yuan, 300,000 yuan, and 100,000 yuan respectively.
